Responsibility

a.Characteristics of the Job / Most Important Issue
- Initial Purchasing and Purchasing Project leader role.
- Project Sourcing.
- Market Researching / Benchmarking.
- Cost Analysis / Comparision.
- Price negotiation / reduction.

b.Specific Tasks
- Establish and maintain good rapport and teamwork
with colleagues within the units.
- Participate, contribute and guide positively to
the unit Q-plan, Performance Indicator, PIT etc.
- Endeavour to meet all project milestones whilst co-ordinating
the sourcing and procurements of all components
for project implementation.
- Supplier appraising / auditing for existing and potential
suppliers, to assess their capability, technology capability
and competency, reliability, reputation and financial position.
- Overall responsible for the purchases of assigned commodities.
- Price negotiation and contacting of suppliers for the unit.
- Market lookout for new components / technology and sourcing opportunities.
- Provide, maintain and update such information for the Unit.
- Management of material flow at optimum quality, speed
and cost for project startoup.
- Responsible to monitor key supplier Quality / Logistic
Performance and to audit key supplier plant. Implement
quality / logistic co-operation with local and world wide supplier.
- Maintain quality / logistic agreement, target setting
and PPM performance.
- Capacity planning and reservation with key suppliers
to ensure smooth supply of parts to the unit.
- Liaise with development / designer on standardisation
of parts, design and supply changes. Maintaining preferred
supplier and components based on LoB RCS / PCE Purchasing Policy.

Requirement

- Polytechnic Diploma with 4~6 years experience.
- Technical degree with 2~4 years of experience.
- He/She should be familiar with tools of analytical thinking
as well as the ability to communicate effectively
with suppliers and other departments.
- Knowledge is required in the appropriate field of specification.
Component market availabilities, technological
and capacity trends, price trends, negotiation skill,
logistic from suppliers to production belt,
computerised MRP system, spreadsheet PC software,
quality systems related to suppliers.
