Job Description

SUMMARY:

Responsible for all Finishing Center activities in China for this manufacturer of high speed printed circuit board laminate to include: fabrication, shipping, receiving, maintenance and customer service. While this position directly reports to the Business Manager there is a strong dotted line reporting relationship to the V. P. of Operations.

INITIAL RESPONSIBILITIES:
-	Perform all startup operations associated with the new finishing/fabrication center, new personnel, training, etc.
-	Manage fabrication to meet lead times, on-time deliveries and customer needs and otherwise improve the process/operation particularly through efficiency improvements
-	Maintain a safe facility, compliant with environmental and other government requirements
-	Develop and maintain excellent employee relations throughout the facility
-	Develop and implement portions of the business plan, and annual budget, as well as resultant capital expenditure plan and PARS as they relate to the finishing center
-	Maintain internal warehouse inventories
-	Maintain external warehouse inventories
-	Interface between inside sales, quality, and production control to insure proper flow of daily shipments
-	Schedule/coordinate stock inventory needs
-	Schedule/coordinate remakes on rejected materials
-	Assist with prepreg retest and follow-up

FUTURE RESPONSIBILITIES:
-	Use knowledge of company's fabrication process to assist with bringing the manufacturing plant on-line
-	Manage a manufacturing area/department in the manufacturing plant once built to continually improve production yields, reduce lead times, improve on-time deliveries, and otherwise improve manufacturing cost particularly through efficiency improvements
-	Work with Engineering to continually improve production equipment and processes
-	Work with the facilities department to maintain a safe plant, compliant with environmental and other government requirements
-	Work with the Quality Function to insure quality systems are in-place and fully operational so as to continue to provide quality products to customers. Interact, as needed, with customers and Arlon's technical service staff to resolve customer issues
-	Work with the materials function to achieve best delivered cost, minimize inventory, and ensure high vendor quality. Interact with the Divisional Materials Manager for in the US continually, as needed
-	Develop and maintain excellent employee relations throughout the facility
-	Develop personnel to their full potential so promotional opportunities can be offered to internal candidates as the business and facility grows
-	Provide input to develop and implement operations portion of the business plan, and annual budget, as well as resultant capital expenditure plan and PARS

SUPERVISORY RESPONSIBILITIES:
-	Manages Direct and Indirect employees (fabrication and maintenance), the shipping clerk and the customer service representative. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws
-	Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required
-	Bachelor's degree in Mechanical or Chemical Engineering
-	3-5 years related manufacturing experience preferably in the electronics industry
-	Previous supervisory experience
-	Process engineering experience preferred
-	Working knowledge of SPC and DOE a plus
-	Must be fluently bilingual, english and chinese (reading, writing and speaking)
-	Must be able to travel and drive/rent a car
-	Must be computer literate using MS Office and ERP manufacturing software
